What American Express F29 means
A fraud claim on an online, mail or phone order. Amex's guide lists specific rebuttals, and its Compelling Evidence policy adds options for digital goods, recurring billing and advertising services. F29 does not apply to digital wallet application-initiated transactions.
Common causes
- Stolen card used on your store, often shipped to a reshipper or drop address
- Account takeover of an existing customer
- Family member used the card without the Card Member knowing
- Friendly fraud: the Card Member forgot or regrets the purchase
Evidence that answers it
- Proof of delivery to the Card Member's billing address
- Proof the address was validated via authorization (AVS) and goods shipped to that validated address
- Authorization approval where you attempted CID validation and got no match, unchecked or no response
- A shipping address matching one from an earlier undisputed transaction
- Digital goods: description, purchase and access times, and at least one prior undisputed e-commerce transaction in the past 12 months with the same card and account, sharing two of device ID, full IP and email
- Recurring billing: written billing authorization, account login details, a prior undisputed recurring charge and the renewal notifications you sent
How to prevent it
- Run AVS and CID on every card-not-present order and ship only to validated addresses for risky orders
- Use Amex SafeKey (3-D Secure) where your processor supports it
- Keep a clear descriptor and send order confirmations so real customers recognize the charge
- Record device, IP and login data per order so prior-transaction evidence is available
Time limits and caveats
Merchants in the Fraud Full Recourse program cannot use compelling evidence for fraud claims. Amex gives 20 days to respond; your processor's deadline is usually earlier.
