What American Express FR2 means
A program chargeback driven by your account's status, not the merits of the transaction. Amex's Compelling Evidence policy also says Fraud Full Recourse merchants cannot submit compelling evidence for fraud claims.
Common causes
- Your merchant account was placed in the program, typically after elevated fraud
- A fraud dispute on any charge while enrolled
Evidence that answers it
- Proof your account was not enrolled in the program at the time of the chargeback
- Proof of an offsetting credit
How to prevent it
- Reduce fraud before it reaches Amex: screen orders, require AVS and CID, use SafeKey where available
- Ask Amex or your processor what it takes to exit the program
- Refund confirmed fraud quickly instead of waiting for a dispute
Time limits and caveats
Amex's 2024 guide lists FR2, FR4 and FR6 under Inquiry/Miscellaneous even though they concern fraud programs.
How Verdikx helps with FR2
Verdikx's playbook marks FR2 as a program chargeback that is usually not rebuttable, so you do not spend time on it. The useful work is prevention: order screening on new Shopify orders and Stripe early fraud warnings with auto-refund policies (Growth plan and above) help lower fraud.
Frequently asked questions
What does American Express reason code FR2 mean?
Amex FR2 means the Card Member denies authorizing the charge and your merchant account is enrolled in American Express's Fraud Full Recourse Program, so fraud claims are charged back without the usual review. The only rebuttals are proof you were not in the program when the chargeback was issued, or proof of credit.
Is American Express FR2 worth fighting?
Our reference rates FR2 (Fraud Full Recourse Program) usually one to accept: a response rarely changes the outcome. The evidence that answers it starts with proof your account was not enrolled in the program at the time of the chargeback. The cardholder's bank decides the outcome.
How long does a cardholder have to file a American Express FR2 chargeback?
Usually 120 days from the transaction date, under the network's issuer time limits for most codes. Your processor gives you far less time to respond, so work from the due date on the case.
