What Visa 11.1 means

The transaction was below the merchant's floor limit, no authorization was requested, and the account number appeared in the Card Recovery Bulletin for your Visa region on the transaction date.

Common causes

  • Offline or floor-limit sales completed without an authorization request
  • Not checking the Card Recovery Bulletin for below-limit sales
  • Terminals configured to approve small purchases offline

Evidence that answers it

  • Proof the transaction qualified for the EMV liability shift and took place at an EMV-compliant or contactless-only device
  • Proof of a credit or reversal

How to prevent it

  • Request authorization for every transaction, whatever the amount
  • Check whether your terminals approve offline and turn that off where possible

Time limits and caveats

Allocation workflow. Issuer time limit: 75 calendar days from the transaction processing date. Invalid for ATM, contactless-only device and qualifying chip transactions. E-commerce merchants authorize every transaction and should not see 11.1.

How Verdikx helps with 11.1

Verdikx maps 11.1 to its authorization playbook, which says plainly that only the processor's authorization record can help and that product or delivery evidence will not. Online stores authorize every sale, so if one reaches you, confirm the authorization with your processor; without it, accepting is the sensible call.

Is Visa 11.1 worth fighting?

Our reference rates 11.1 (Card Recovery Bulletin) usually one to accept: a response rarely changes the outcome. The evidence that answers it starts with proof the transaction qualified for the EMV liability shift and took place at an EMV-compliant or contactless-only device. The cardholder's bank decides the outcome.

How long does a cardholder have to file a Visa 11.1 chargeback?

Usually 75 days from the transaction date, under the network's issuer time limits. Your processor gives you far less time to respond, so work from the due date on the case.
