Visa reason code 13.3:
Not as Described or Defective Merchandise/Services

Visa 13.3 means the cardholder says what arrived did not match its description, was damaged or defective, or the service quality fell short. It is sometimes winnable with the product page, photos and specifications, plus proof the customer never returned the item. Your return policy alone does not decide 13.3.

What Visa 13.3 means

The merchandise or services did not match the description on the receipt or other documentation at the time of purchase, arrived damaged or defective, or the cardholder disputes their quality. The cardholder generally must have tried to return the goods first.

Common causes

  • Product photos or descriptions that oversell size, color, material or quality
  • Damage in transit
  • Wrong item or size shipped
  • Service not performed as described

Evidence that answers it

  • The product page, description and photos as they appeared at the time of sale
  • Specifications, quality checks or packing photos for the shipped item
  • Proof that no return was received, or that a replacement or repair was accepted
  • Correspondence answering each point the cardholder raised
  • A neutral third-party opinion for quality disputes, where available

How to prevent it

  • Keep product descriptions and photos accurate, with size guides
  • Package fragile goods properly and photograph high-value items before shipping
  • Handle quality complaints directly; never send the customer to the manufacturer instead
  • Offer a replacement or partial refund early

Time limits and caveats

Collaboration workflow. The issuer waits 15 days after the cardholder returned or tried to return the goods (unless the merchant refused the return), then files within 120 days of the processing date or the date the goods were received, never beyond 540 days. Visa notes the return policy has no bearing on this condition.

How Verdikx helps with 13.3

Verdikx's not-as-described playbook collects the product details from your store, the shipment record and the customer's messages from connected helpdesks (beta). Its contradiction finder (every plan) looks for records that conflict with the cardholder's claim, and you approve each finding. Return status from Loop (beta) shows whether anything came back.
