Shopify Payments and Stripe
Shopify says that if you lose, there is no appeal. Stripe does not support the arbitration phase, so Stripe disputes end at the issuer's decision.
PayPal
PayPal's dispute lifecycle lists pre-arbitration as the merchant's first appeal of a decision and arbitration as the second.
Visa and Mastercard escalation
After your response, the issuer can open pre-arbitration if it still disagrees, and a declined pre-arbitration can go to arbitration, where the card network decides. Adyen says losing arbitration can add a fee of up to USD 600. Escalating makes sense when the amount is large relative to that fee and you have new evidence that answers the issuer's new points, not a restatement of your first response.
Make the first response count
- Answer the reason code, not the customer's story (why chargebacks are lost despite proof of delivery).
- Gather everything before you submit: one response is usually allowed per stage.
- Submit at least 2 days before the processor's due date, so a failed upload can be fixed.
